In order to suspend Parliament, the government has to receive permission from the Queen, which is usually a formality.
It is an established precedent to Suspend Parliament before a Queen's Speech, albeit generally more briefly, and rarely, if ever, at such a constitutionally important moment - with Brexit just weeks away.
