Full question wording

Recently there was a fundraising campaign to have Big Ben chime at 11pm on the 31st January. As the tower is undergoing restoration work, it was estimated it would cost £500,000 to put the work on hold. The House of Commons authorities turned down the request as they have no mechanism to accept public donations on top of the additional restoration work that would have to occur for it to happen. Which of the following is closest to your view?
