David Cameron has changed the rules so that EU migrants have to wait three months before claiming out-of-work benefits which may be cut after six months unless genuinely seeking work. Other proposals are keeping migrants off council housing waiting lists for at least two years, restricting access to free use of the NHS and barring those begging or sleeping on the streets from re-entering the UK for a year.
